'Harassed' by police and in-laws, Karnal man commits suicide

Owing to alleged harassment by the police and his in-laws, a 23-year-old man allegedly committed suicide by consuming poison here on Saturday.

Akhil Chauhan was found unconscious in Sector 13 on Saturday night and rushed to Amritdhara Hospital in the city where he died on Sunday. On the basis of a suicide note recovered from Akhil's pocket and his father's complaint, police have registered a case of abetment to suicide against 10 persons, including his wife, her parents, relatives, and advocate Sumer Chand Verma, Civil Lines police station house officer (SHO) Ajit Ram, assistant sub-inspector (ASI) Ram Bhajan Verma and inspector Manoj Verma, currently posted in Rohtak.

Akhil, a member of the Ror community, was pursuing an MA (English) at a college here, while the girl, from a Backward Class community, was a final-year student of BCom. In the suicide note, Akhil has held several persons, including his newlywed wife, her family members and relatives, and an Indian Police Service (IPS) officer, currently posted as a superintendent of police in an adjoining district, responsible for the death.

In his two-page note written in Hindi, Akhil said "love marriage is not a crime". His father, Balwan Singh, said Akhil had married the girl on September 10, 2013. He said that two days later they approached the Punjab and Haryana high court for police protection, apprehending threat from the family of Akhil's wife. However, in the court, the girl's father submitted they had no objection to the marriage and ready to arrange a marriage reception. Later, the couple started residing at Akhil's family house at Ror Enclave near Sector 7 here.

On October 4, 2013, she appeared before a court and submitted that she married Akhil at Uchana village, and was going with her parents to plan her marriage with Akhil. However, Balwan Singh alleged that her family started pressuring them to cancel the marriage and did not allow the couple to meet. "Later, they connived with their relative, inspector Manoj Verma, posted in Rohtak, and others and filed two false complaints at Civil Lines police stations within a week's time," he said. "Assistant sub-inspector Ram Bhajan Verma started harassing Akhil and came to our house around midnight on the pretext of investigation," Balwan alleged.

Both police complaints were registered by the girl where she had charged Akhil of sexual harassment and preparing a fake marriage certificate. In a police complaint lodged on January 8, the girl alleged that she was forced to sign marriage papers and gave false submissions in the high court and the Karnal district court to ensure her family's safety from Akhil and his family.

He also said that the family met inspector general of police (IGP) Balbir Singh and then superintendent of police (SP), Shashank Anand, against the police atrocities. "As no action was taken on our complaints, Ram Bhajan, at the behest of Manoj Verma, continued harassing us," said the father. Meanwhile, SP Abhishek Garg said a case had been registered against 10 persons. Garg clarified that since the family had not named the IPS officer whose name appears in the suicide note, the name of the SP was not included in the FIR. He said special teams had been formed to arrest the accused. "The suicide case will be examined by a special investigating team. The accused policemen would be sent to police lines, and departmental and legal action taken against them if they are found guilty," he said.

SP clarified that the police had yet to conclude the investigations in the complaints made by the girl against the deceased.
