Owing to the alleged harassment by police and his in-laws, a 23-year-old man, Akhil Chauhan, committed suicide here on Sunday.
Chauhan was found unconscious in Sector 13 by passersby on Saturday night and was rushed to Amritdhara Hospital, where he breathed his last on Sunday morning.
A case of abetment to suicide has been registered against 9 people, including Akhil's wife, her parents and relatives, advocate Sumer Chand Verma, Civil Lines SHO Ajit Ram, assistant sub-inspector Ram Bhajan Verma and inspector Manoj Verma, currently posted in Rohtak.
The aggrieved family has refused to cremate the body unless all the accused named in the FIR were arrested.
Police recovered a two-page note written in Hindi from Akhil's pocket in which he had held responsible several people, including his wife, her family members and relatives, for his taking the extreme step. He had also named policemen, including an Indian Police Service (IPS) officer, currently posted as superintendent of police in an adjoining district, and demanded a strict action against all of them for driving him to a situation where he had no option but to take his own life.
But the name of the SP is missing in the FIR.
Akhil, who belonged to Ror caste, was pursuing MA (English) from a local college, when he decided to marry a girl of different caste, who was a final year student of BCom.
Deceased's father Balwan Singh said that Akhil married the girl on September 10, 2013 at a temple in Uchana village and two days later the couple approached the Punjab and Haryana high court, seeking police protection as they were apprehending threat to their lives from the girl's family.
However, the girl's father submitted in the court that the family had no objection to the marriage and they were ready to arrange the wedding reception.
Thereafter the couple started living with Akhil's family at Ror Enclave near Sector 7 here.
On October 4, 2013, the girl had appeared in the court of Vinod Kumar, judicial magistrate (1st Class) and given in writing that her marriage with Akhil was solemnised at Uchana village near here. She had also stated that she was going with her parents to make arrangements for formally tying the knot with Akhil in a traditional way.
Akhil's father Balwan alleged that girl's family, however, started putting pressure on them to call the marriage null and void and did not allow the couple to meet.
"The girl's family with the help of their relative inspector Manoj Verma, now posted in Rohtak, and others, filed two false complaints against Akhil at the Civil Lines police stations within a week's time. Assistant sub-inspector Ram Bhajan Verma started harassing Akhil and used to come to our house late at night in the name of investigation," alleged Balwan.
The complainant in both the cases was the girl (Akhil's 'wife'), wherein she had charged Akhil with sexual harassment and preparing fake marriage certificate from a temple in Uchana.
In a police complaint lodged on January 8, the girl alleged that she was forced to sign marriage papers and give false submissions in the high court and the Karnal district court to ensure her family's safety from Akhil and his family.
Balwan said that the family met inspector general of police Balbir Singh and the then superintendent of police Shashank Anand against the police atrocities.
"As no action was taken on our complaints, ASI Ram Bhajan at the behest of inspector Manoj Verma continued harassing us. Collusion of the girl's family with the policemen of her community drove Akhil to commit suicide," said Balwan.
Meanwhile, superintendent of police Abhishek Garg confirmed that a case had been registered against ten people. Garg clarified that since the family had not named the IPS officer, his name had not been included in the FIR even though his name is there in the suicide note.
He said that special teams had been sent to arrest the accused named in the FIR, while assuring fair investigation.
"The suicide case will be probed by a special investigating team (SIT). The accused policemen would be sent to the police lines and, if found guilty, a strict departmental and legal action would be initiated against them," he said.
The SP clarified that the police were yet to complete the investigations into the complaints made by the girl against Akhil.
